Well, if 1/4 inch represents one real-world foot, all you need to do it figure out how many times 1/4 inches divides into 3-1/2 inches and how many times it divides into 5 inches. The two numbers you come up with will be the number of feet you're looking for.
3.5 in × 1 ft / 0.25 in = 14 ft
5 in × 1 ft / 0.25 in = 20 ft
5 in × 1 ft / 0.25 in = 20 ft
